This position is within the Office of Neighborhood Safety and Engagement (ONSE), Family Survivor Support Division (FSS). The mission of FSS is to enhance public safety and empower District residents to lead more productive lives by building on the strengths of juveniles, adults, and their families. FSS provides a continuum of care for individuals and families affected by violence, emphasizing personal accountability, skill development, family involvement, and community support in the least restrictive, homelike environment consistent with public safety. FSS provides the district with the best continuum of care for violence-involved juveniles, adults and their families through a wide range of programs that emphasize individual strengths, personal accountability, public safety, skill development, family involvement and community support.

The incumbent serves as a Case Manager to ensure that juveniles, adults, and families are provided with the resources, support, and opportunities necessary for successful transitions away from environments of violence and trauma. This includes placing individuals in the least restrictive settings consistent with public safety. Delivering comprehensive services to reduce recidivism and support recovery. Fostering personal accountability and skill-building to encourage positive outcomes.

Duties and Responsibilities

Provides comprehensive case management services to juveniles, adults, and family victims affected by homicides, shootings, stabbings, and assaults deemed gang or crew related. Conducts interviews to gather background information and explain available program resources and objectives. Arranges necessary services and placements for victims, tracking their progress while in care. Maintains frequent contact with juveniles, adults, families, and service providers to ensure needs are met, adjusting as needed. Represents ONSE and the FSS Division at court hearings, meetings, and other events, submitting required reports as outlined in the FSS Case Management Manual. Acts as a resource person to other agencies on shared cases and provides information and advocacy for clients and their families. Facilitates referrals to community-based agencies, providers, and other resources for juveniles, adults, and families. Serves as a community liaison and advocates supporting juveniles, adults and their families, minimizing challenges related to community reintegration.

Qualifications and Education

Degree: behavioral or social science; or related disciplines appropriate to the position.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

AND

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications

The incumbent must possess and maintain a valid driver's license.

Work Conditions/Environment

The work is performed in a variety of settings, including office environments, clients' homes, community organizations and agencies, public institutions, churches, hospitals, courts, and high-risk or high-crime neighborhoods. The employee is exposed to potential risks, including the possibility of physical harm or attack from emotionally disturbed, hostile, or uncooperative clients, their families, or individuals in high-risk areas. Additionally, there is the potential for exposure to illness or contagious diseases from clients.

The work environment is inherently high-risk, with exposure to crime scenes, unpredictable situations, and conditions that cannot always be controlled. This includes working in clients' homes or high-risk areas where danger may not be immediately visible, and where outside communication may be limited or nonexistent. The employee may experience unusual environmental stress due to the unpredictability of the situations encountered, including the potential for physical attack or other dangerous circumstances.

The nature of the work requires the case manager to operate in an unprotected environment, where conditions can change rapidly and unexpectedly, presenting challenges that cannot always be anticipated.

Tour of Duty: 8:30 am – 5:00 pm; (Hours of work will vary as required by the needs of the program to include split days off and fluctuating tour of duty, to include evenings, weekends, and/or holidays.)
