This position is located in the Metropolitan Police Department (MPD), Organizational Culture and Wellness Bureau (OCWB), Human Resources Management Division (HRMD). The purpose of the Program Assistant is to provide administrative and technical support for programs related to leave administration, performance management, employee relations, awards and recognition and other HR functions. The position plays a vital role in ensuring compliance with policies and regulations while maintaining accurate records and assisting HR staff with program implementation and employee services. The incumbent will provide support in other leave program areas such as FMLA, PFL, ADA, WC, and related HR programs. Work activities typically support multiple projects/people and contributes to one or more programs.
The incumbent will be responsible for the following:

Works directly with the Manager and Program Coordinators to provide administrative support work in the areas of ADA, FMLA, Worker’s Compensation, Paid Family Leave, Performance Management, Discipline Appeals, Awards and Recognition and other related programs or other core functional areas.

Provides administrative support for leave programs and tracks employee leave requests and performs a range of diverse administrative support assignments that include, assisting Program Coordinators in evaluating HR programs and their effectiveness in delivering services. Responds to routine inquiries from employees, supervisors, and managers, escalating complex matters to HR specialists or supervisors and tracks, workers’ compensation, performance management, awards and recognition and other related programs.

Assists the supervisor and employees in the unit in the day-to-day operations of the office.

Performs a combination of routine and multiple and varying assignments in support of management efforts to evaluate, administer, and improve the efficiency, effectiveness, and productivity of division and leave programs, performance management and awards and recognition programs.

Prepares complex and sensitive correspondence in assigned area.

Peer reviews submitted employee documents and the work of program coordinators for accuracy and completeness.

Provides administrative support for employee recognition and rewards initiatives, including preparing materials and tracking award nominations and maintains records of awards distributed and assists in the coordination of recognition events.

Responds to Freshdesk and email inquiries from employees and management regarding leave policies and procedures.

Assists in tracking performance evaluations and performance improvement plans to ensure timely completion.

Maintains accurate records related to employee development programs, such as training participation and certifications.

Assists in tracking and maintaining documentation related to employee relations cases, disciplinary actions, and appeals.

Provides administrative support for the preparation of reports, summaries, and correspondence for employee relations matters.

Coordinates training logistics, including scheduling sessions, preparing materials, and communicating with participants.

Enters, updates, and maintains HR data in automated systems, including leave balances, performance records, and training completions.

Generates routine reports related to HR functions, such as leave usage, training compliance, and employee recognition activities.

Compiles, tracks, and analyzes data and assists with analytical studies.

Performs other related duties as assigned.
Qualifications

Demonstrated knowledge and experience in federal policies and programs, including leave administration, performance management, and employee relations.

Knowledge and understanding of privacy, security and confidentiality requirements regarding HRMD files and documents.

Ability to maintain accurate records and generate reports.

Ability to apply analytical techniques and methods to perform a variety of administrative and analytical duties in support of HR Administrative operations.

Ability to manage multiple priorities and meet deadlines.

Proficiency in HRIS systems. Knowledge of MS Windows, MS Office (MS Word, Excel, Access, PowerPoint, Outlook, Teams), and ability to learn and use the software and other electronic equipment adapted by the agency to efficiently perform the job.

Strong communication and customer service skills.

Ability to track employee participation in mandatory training and ensure completion within required timeframes.

Skill to maintain records and prepare reports related to compliance with department training requirements.

Education
High School Diploma or its equivalent required. Bachelor’s Degree preferred.
Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to the CS-08 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience includes but is not limited to: tracking HR program compliance, processing FMLA or workers’ compensation cases, and providing support for employee relations or recognition programs, applying office processes and administrative procedures, communicating both orally and in writing, operating a personal computer and utilizing HR software applications.
