Introduction

This position is in the District of Columbia Health Benefit Exchange Authority (DCHBX). The mission of the Health Benefit Exchange Authority is to implement a health care exchange program in the District of Columbia in accordance with the Patient Protection and Affordable Care Act (PPACA) of 2010 and the District of Columbia Health Benefit Exchange Authority Establishment Act of 2011, thereby ensuring access to quality and affordable health care to all District of Columbia residents.

This position serves as an Exchange Operations Program Manager with responsibility for overseeing areas of policy research, investigation, analysis, and development of new and/or improved processes, procedures, and training materials designed to improve DCHBX program services operations. This includes evaluating policies for the purpose of improving the efficiency and effectiveness of the individual eligibility and enrollment program. The work supports the Consumer Affairs Manager in the research, evaluation, analysis and development of new and/or improved processes and procedures designed to improve the agency’s administrative, managerial, and operational efficiency.

The Exchange Operations Program Manager will oversee case management services to individuals and families seeking health and dental insurance through DC Health Benefit Exchange’s online marketplace, dchealthlink.com. As assigned by the Consumer Affairs Manager, the Exchange Operations Program Manager will manage vendor relationships that support the operational functions of the marketplace and is responsible for the supervision of a team of case managers and case management coordinators.

POSITION CONTROLS

MAJOR DUTIES AND RESPONSIBILITIES

Oversees the day-to-day operations for exchange operation functions for DCHBX. Oversees complex and varied aspects of supporting a state-based exchange marketplace for individuals, families, and small businesses purchasing private health insurance. Organizes, plans, and coordinates a range of activities among business and technical staff to support the successful implementation and maintenance of a state health insurance exchange platform.

Responsible for the effective and efficient support of projects, as delegated by the supervisor. Provides supporting information and addresses issues and concerns. Supervises staff engaged in supporting the marketplace functions necessary for providing private health insurance benefits to individuals, families, or small businesses through a state-based exchange, including eligibility, enrollment, account implementation, account management, or billing services. Works in close partnership with the relevant business and IT staff to collaborate on implementation and project oversight necessary to support marketplace operational functions.

Utilizes, as appropriate, existing DCHBX divisions to supplement programmatic functions, including coordinating with member services, EDI, contact center, IT, and other business/policy teams on development, implementation, and ongoing operations.

Qualifications and Education

Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Pay Plan, Series, Grade: MS-0340-14

Collective Bargaining Unit: This position is not a part of a collective bargaining unit.

Duration of Appointment: MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Destination: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of the D.C. personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
