Purpose:
Stewards Individual Placements (STE) provides individuals with service and career opportunities to strengthen communities and preserve our natural resources. Participants work with federal agencies, tribal governments, and nonprofits building institutional capacity, developing community relationships, and supporting ecosystem health.
The National Park Service (NPS) Maintenance Action Team (MAT) program was established in FY 2021 to address facility projects at small and medium-sized parks which had not yet benefitted from the Great American Outdoors Act (GAOA), Legacy Restoration Fund (LRF). MATs are made up of skilled trades workers, interns and service corps members (via cooperative agreements), that temporarily bolster the workforce at parks that have important, and specialized, maintenance and repair needs. The teams are regionally located near multiple national park units, allowing project-specific scalability, travel cost savings, workforce stability, and various project execution options.
Training and skills development has been a complimentary goal of the MAT program since the beginning. Since FY 2023, between one-quarter to one-half of annual MAT funding has gone to projects with either youth corps or individual placements. Significant efforts have been made by NPS and its partner organizations to assist parks with scoping and planning maintenance projects to be executed with youth and young adults.
This position will work directly with the National Capital MAT Program Regional Coordinator and focus on supporting program operational/administrative tasks related to America 250 projects and events, DC Safe and Beautiful projects and MAT project planning, executing, reporting and tracking with an emphasis on supporting parks and youth corps.

Position Administrative Parameters:

Schedule: Monday – Friday, 8 hours per day. Core hours 10-4 Eastern.

Duty Station: hybrid or full time in-person schedule location Sharpsburg MD or Washington DC.

Position Responsibilities and Tasks will include:
Program Administration (65%) Promote and support MAT initiatives and help execute program goals.

Serve with MAT Coordinator to monitor completion of various program aspects of young adult and veteran program participants.
-
Provide park support for project development and execution.
-
Assist with and serve as POC for communications and feedback for youth corps and parks
-
Provide assistance with the tracking of project information such as funding, completion reports, project and partner contacts, annual program trends.

Assists with program planning such as cost modeling, scheduling, advertisement, training, execution, and evaluation.

Provide assistance with administrative functions related to fund management.
-
Research and recommend program adjustments and improvements based on internal program data and external industry/organization standards and activities.

Use problem solving and creative thinking skills to recommend ideas for continual improvement and development of existing programs.

Assist with program communications and record keeping (e.g., attend meetings, take notes, keep webpages updated, respond to external correspondence, etc.)
Communications (25%): Communicate MAT mission goals and objectives through programmatic and partner correspondences and reports.

Assist with communication and media strategy including press releases, communication with youth corps, coordination with NPS communications, etc.

Provide communication support for parks and projects to highlight project execution
-
Develop webinars and coordinated calls for parks and youth partners to improve communication and standardize practices.

Compile information to assist with the creation of reports for project supervisors

Receive mentorship in the coordination of collaborative replies to correspondences and reports. This will include relaying instructions to staff, collecting information, preparing replies, and consolidating/coordinating submittal of information.

Assist in the creation of additional communication products as necessary.

Support communications through, social media outreach, internal and external websites, and coordinating activities including preparing and presenting.
Training/Professional Development (10%) of the position will be focused solely on individual professional development (training, skill development, working with other NPS departments in individual’s interests, etc.)
Qualifications:
-
Make a full-time, 52-week commitment, with the ability to start in January 2026.

Willing to plan occasional travel to important events and potential site visits such as Washington, DC.

Serve with varied groups of people and manage conflicts.

Strong written and verbal communication skills.

The ability to work independently as well as on a team.

Strong organizational skills.

Submit proof of a Driver’s License and undergo a Federal Background Check, upon selection.

United States citizen, United States national, or a lawful permanent resident alien.

Applicants must be between ages of 18-30 years old, or up to 35 for veteran, based on Public Land Corps Act of 1993

Has received a high school diploma or equivalency certificate

Agrees to provide information to establish eligibility and to complete a National Service Criminal History Check.
Preferred Qualifications:

Experience serving in a youth serving organization and/or National Park Service
-
Experience with asset management, program management, and financial software.

Experience managing projects and following through on assigned tasks

Experience in an office setting, particularly one in the federal government

Experience in or ability to telework / work virtually and maintain productivity

Experience with spreadsheets, accounting and managing funding
-
Experience with Microsoft Office Suite (Word, Excel, Teams, etc.)

Evaluation and Reporting:
As a Stewards member, performance will be evaluated on whether the member has served their total amount of service hours, satisfactorily completed assignments, and if the member has met other performance criteria that were clearly communicated at the beginning of the term of service.
Reporting requirements include, but are not limited to, bi-weekly timesheets and accomplishment tracking.
