Job Overview
The Assistant Director is responsible for assisting in the operation of the facility to meet program goals and objectives, appropriate to the needs of the returning citizens/clients, and the requirements of funding sources, including life safety, environmental health, medical and food services. The Assistant Director is also required to provide full assistance to the Director in determining administrative and program needs and implementing activities that will benefit the organization and contribute towards residential and rehabilitative services.

Parameters of the Position

Work is performed under the supervision of the Director, who relies on the Assistant Director to independently plan and execute a broad range of correctional programs within a general policy framework established by the President & CEO and contract source. The Assistant Director receives direction on policy matters and, in an advisory role, contributes major input to the development of re-entry programs appropriate to the needs of the returning citizens/clients. Work is reviewed through informal meetings, reports, and audits and is evaluated on the basis of adherence to policy, effectiveness and efficiency of program activities, and returning citizens/clients services. Reynolds & Associates, lnc./Rehabilitation Services, Inc., Policy and Procedures/Operations and Personnel Manuals, contract statements of all contracting agency/agencies, e.g., The Federal Bureau of Prisons principles, techniques and methodologies of community correctional administration and programming; criminal and civil codes of the Federal and state governments; and the expressed views, philosophies and opinions of the President & CEO.

The Assistant Director must: •

Have the ability to prioritize and make decisions based on mature judgment in the day-to-day operations of Residential Re-entry Center.

Be able to assist in the operation of the facility to meet program goals and objectives appropriate to the needs of the returning citizens and the contracting source.

Demonstrate a professional knowledge of the principles, methods, and techniques of community correctional management as outlined by the American Correctional Association (ACA)standards, with demonstrated ability to function in a mature and intelligent manner during crisis situations.

Become the on-site expert in SecurManage System, be responsible for assisting in the overall management of the SecurManage System, extract reports and monitor quality of data input by staff members, to ensure adherence to contractor requirements.

Duties & Responsibilities

The Assistant Director is responsible for assisting in the overall managing of all programs for Rehabilitation Services, Inc. The Assistant Director specifically • Maintains a well-trained and functioning staff.

Evaluates all employees under direct supervision

Ensures program contract compliance through audits and quality assurance activities.

Works in collaboration with and, in an advisory role to, other managers

Maintains and recommend necessary improvements to the physical plant and facility operations.

Promotes, manages and maintains the safety, sanitation, and security of the facility and grounds in compliance with the companies' policies, funding source requirements and OSHA standards.

Maintains inventory.

Assists in the overall management and supervision of the facility and staff.

Serves as on-call supervisor as required.

Assists in the development, implementation, and coordination of pre-service and in-service training for correctional staff.

Prepare regular reports as directed by the Director on the status of programs and populations at all facilities.

Delivers informative talks and speeches to various civic and other groups outside of the Centers and to interested individuals and organizations who visit the facilities.

Collaborates and maintains profession al relationships with all criminal justice and businesspersons affiliated with Reynolds & Associates, lnc./Rehabilitation Services, Inc.

Completes other assignments given by the Director.

Maintains working knowledge and expertise of required policies, procedures, and operations, as well as funding sources, policies and procedures.

Is a member of the Program Review Team.

Coordinates with Human Resources for onboarding, new hire and in -service training.

In the absence of the Director, the Assistant Director may serve in the Director's capacity, with full authority, to make day-to-day decisions on all operational matters. Decisions involving maior policy changes or expenditures of funds and resources shall be delayed until the return of the Director or directed to the EVP/CAO/CHRO or President & CEO.

Qualifications

The Assistant Director should possess a four (4) year degree with special related work experience in criminal justice, corrections, sociology, psychology or social work and/or criminal justice experience. Five (5) years of criminal justice experience, with two (2) years of supervisory experience; in some cases, experience can be substituted for education requirement. Must be computer literate and able to easily apply skills, to master the SecurManage System. The Assistant Director must have a valid driver's license and a vehicle.

Clearance

Employees assigned to this position must satisfy all requirements under the contracts with applicable federal state and local government agencies. All employees must pass an NCIC criminal record background check, after conditional offer of employment. Each employee will be fingerprinted by the Bureau of Prisons staff and/or a designee and is subject to investigation.
