The City of Manassas Park is currently accepting applications for the position of Stormwater Programs Inspections in Community Development. This position under the supervision of the Stormwater Program Manager will perform inspections to support the Community Development Department in areas related to the City’s ordinances and compliance with the Virginia Stormwater Management Program, Virginia Erosion and Stormwater Management Program, the Virginia Municipal Separate Storm Sewer System (MS4) General Permit, and Construction General Permits.
Additionally, this position will operate GIS and also utilize GPS data collection technology and tools, to identify and locate stormwater assets that will be uploaded into our GIS to improve stormwater layers and attributes.
The position is located in the Department of Community Development and Public Works, Stormwater Programs.
All positions at the City of Manassas Park require a customer service mindset, in accordance with the Customer Service-related focus of the City.
Specific Duties and Responsibilities
1. Under supervision, provides day-to-day operational support conducting inspections of city and privately owned stormwater management facilities (SWMFs) and Best Management Practices (BMPs) like ponds, stormwater filter manholes, catch basins, and performs additional required inspections including:
a. stormwater outfalls, and dry-weather screening areas, including reporting illicit discharges.
b. construction and residential projects where a land-disturbance permit or VA Construction General Permit (CGP) has been issued.
c. Inlets, outlets, and catch basins, for debris, leaves and other obstructions
d. Performs field inspections to ensure compliance with all applicable permits, issues written inspection reports, written warnings, and corrective actions required to maintain compliance.
e. Prepares logs, forms, and reports documenting results of inspections and other events or activities; and may be required to testify in court as required.
2. Assists in the monitoring of projects and provides reports and information to the supervisor related to follow-up matters of non-compliance on permitted sites, notices of violations, notices to comply, stop-work orders and other issues concerning our MS4 General Permit.
3. Responds to project issues, complaints, and service requests; answers questions and provides information; recommends corrective action and ensures proper follow-up; and coordinates responses via interaction with responsible party, and public works, including email.
4. Reviews construction projects, plans and specifications for compliance MS4 General Permit, construction general permits; advises permittees, owners or other professionals on corrections required.
5. Performs field inspections to ensure compliance with all applicable permits, issues written inspection reports, written warnings, and corrective actions required to maintain compliance.
6. Prepares logs, forms, and reports documenting results of inspections and other events or activities; and may be required to testify in court as required.
7. Attend staff meetings to exchange information; attend or participate in required training, classes or seminars to improve knowledge and skills.
8. Performs routine office tasks, such as typing, filing, faxing, phoning, and copying.
9. Perform other duties as assigned or required.
10. Knowledge, Skills and Abilities Required
1. Knowledge of stormwater drainage systems and utility operations.
2. Knowledgeable and understanding of environmental and stormwater regulations, stormwater management practices, and inspection procedures related to land-development, residential and commercial construction projects.
3. Knowledge of Stormwater Pollution Prevention Plans (SWPPPs)
4. Strong analytical skills; ability to analyze construction projects, field situations, and core inspection needs.
5. Knowledge and skill set in the use of GPS technology
6. Ability to learn quickly.
7. Ability to work independently and to accomplish tasks and assignments.
8. Ability to effectively communicate ideas clearly, both verbally and in writing.
9. Ability to establish and maintain effective working relationships with employees, and the general public.
10. Ability to use mathematical concepts: applications of fractions, percentages, ratios, statistics, and averages.
11. Ability to use a computer and have a strong command of MS Office applications (Word, Excel, and PowerPoint) and database software aptitude.
12. Ability to use software ESRI GIS and Topcon or Trimble GPS field data collection
13. Collects, classifies, and formats data or information.
14. Speaks with or signals to people to convey or exchange information.
15. Uses addition, subtraction, multiplication, and division; may compute ratios, rates, and percentages.
16. Reads technical instructions, charts, and/or procedures manuals; composes routine reports and completes job forms; speaks compound sentences using standard grammar.
17. Performs skilled work involving rules/systems with almost constant problem solving; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.
18. Handles field equipment and inspection tools, or work aids involving moderate latitude for judgment regarding attainment of standard or in selecting appropriate items such as vehicles, computers for data entry, fax, copiers, or other similar equipment.
19. Requires considerable responsibility for the safety and health of others and/or continuous enforcement of the permits, ordinances, laws and standards of public health and safety.
Minimum Education and Training
· High school diploma and an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities, in civil engineering, construction management, or a related field, plus
· 1 year of construction-related experience in at least one of the following areas: inspecting construction activities related to development projects; stormwater management facility inspections, or enforcing compliance with ordinances, codes, plans, or specifications.
Desirable: Preference may be given to candidates with experience in one or more of the following:
o a) inspecting construction projects for state and local government;
o b) storm water management experience;
o c) designing, constructing, or inspecting storm water facilities;
o d) maintaining records, files, or reports on construction projects;
o e) communicating or explaining construction-related issues or matters to the public;
o f) reading and interpreting construction plans;
o g) Virginia DEQ Stormwater Management Inspector Certification;
o h) Virginia DEQ Erosion and Sediment Control Inspector Certification; and/or
o i) proficiency using Microsoft Office Word and Excel or similar software, ESRI GIS
- Requires valid driver’s license.
Special Requirements
ü Must be able to obtain both a Virginia Erosion and Sediment Control (ESC) Inspector Certification and a Stormwater Management (SWM) Inspector Certification within 12 months of hire date.
