This position is located in the Department of Youth Rehabilitation Services (DYRS), Youth & Family Programs Division. The mission of DYRS is to give court-involved youth the opportunity to become more productive citizens by building on the strengths of youths and their families in the least restrictive, most homelike environment consistent with public safety.

The incumbent serves as Social Service Officer with responsibilities for building teams, coordinating and implementing cost-effective programs that prevent and intervene in juvenile delinquency.

The primary purpose of the position is to manage pre-commitment, intake case management, supervision, support, and administering a community-based continuum of social services care for the youth remanded to the care and custody of DYRS.

Duties and Responsibilities

The Social Services Officer supports and builds youth centered practices that will endure even after the youth court ordered commitment of obligation expires. Applies Integrated Case Management to provide intentional and meaningful services to youth. Coordinates with other District agencies and Divisions (e.g. DYRS, Metropolitan Police Department (MPD), District of Columbia Public Schools (DCPS), DC Courts, Child and Family Services Agency (CFSA), Department of Behavioral Health (DBH), Department of Corrections (DOC), Court Services and Offender Supervision Agency (CSOSA), and with other civic and community organizations involved in implementing and providing services to youth. Directs a continuous review of complete care planning and coordination programs, policies and operational procedures to assess their adequacy in meeting program goals, community needs, legal and regulatory requirements and/or compliance with national standards.

Participates in the development of policy statements, directives, procedural manual and instructions relating to all phases of care management operations. Serves as the official for the development and monitoring of contracts, coordinating aftercare case assignments, records management, court calendaring, accurate client tracking system, and supervising case managers within case management division. Coordinates care management activities and program operations for committed youth receiving aftercare services and youth the Court Social Services intends to commit. Provides continuous reviews of programs operations to determine adequacy of efforts in meeting programs goals, community needs, and legal and regulatory requirements.

Qualifications and Education

Degree: Behavioral or social science; or related disciplines appropriate to the position.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Four years of appropriate experience demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications:

Must possess and maintain a valid driver's license issued by the District of Columbia, Maryland or Virginia.

Working Conditions / Environment

The incumbent works primarily in an office setting; however, some tasks will require fieldwork in juvenile correctional facilities or community based residential or nonresidential settings.

Other Significant Facts:

Tour of Duty: Monday – Friday during normal working hours; incumbent subject to flexible work schedule to be accessible to youth and their families during visitation on weekends, evenings.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not a part of a Collective Bargaining Unit.

Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a safety-sensitive position. The position is subject to pre-employment drug testing, which includes testing for cannabis. Failing the drug test may result in disqualification even if applicant participates in a medical marijuana program. Incumbent is subject to random drug/alcohol testing during the duration of employment.
