Job Overview
The Special Projects Manager supports major City programs, interdepartmental projects, and represents the City Manager with contractors, residents, taxpayers, and local stakeholders. Assignments include complex and sensitive special projects, contracts and initiatives having regional, community relations, and staff development impacts. The ideal candidate embodies a spirit of public service, works collaboratively with residents, stakeholders, and management, and demonstrates creative problem solving skills.
Responsibilities:
- Participates with City Manager in framing Council’s vision and strategies for accomplishing organizational initiatives, advocates City, Federal, State, and regional cooperation where opportunities exist to further the City’s and region’s goals. Develop and implement operational policies and procedures to improve public facing service delivery and efficiency.
- Represents and supports the City Manager in employee and citizen group discussions and meetings. Monitors the interdepartmental pending items list and keeps the city Manager informed about projects and issues of importance to the City government and elected leadership. Provide the City Manager with accurate and timely information to support decision-making and policy direction.
- Manages special projects as assigned, monitors and reports on department initiatives, and strategic planning process. Assignments include including research of new programs and services, budget analysis and preparation, and feasibility analyses.
- Gather information regarding citizen inquires and complaints, requests from the media and other regional, state, or federal agencies.
- Consistently demonstrates regular, reliable, and punctual attendance; occasionally works flexible evening and/or weekend hours.

- Municipal programs including purchasing, personnel, risk management, finance, budgeting, and other related municipal government programs.
- Research and reporting methods, techniques, and procedures.
- Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Coordination - Includes planning, scheduling, organizing, prioritizing, and monitoring work activities by utilizing resources (both human and material) to their fullest and aligning work plans with departmental goals.
- Ability to research, collect, compile and analyze information and data.
- Ability to exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs.
- Ability to perform responsible and difficult professional work involving the use of independent judgment and personal initiative.
- Establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work.
- Prepare and analyze technical, administrative and fiscal reports, statements and correspondence.
- Assist in designing and implementing operating systems, policies and procedures. Perform administrative assistance duties in support of the City Manager.
- Exercise independent judgment in relieving the City Manager of administrative detail. Maintain confidentiality related to the area of work.
- Plan and perform complex administrative office organization and coordination duties.
