Job Title: Construction Payroll Specialist & HR Assistant (Weekly Payroll – Non-Union, Bilingual Spanish)
Position Overview:
We are seeking a bilingual Construction Payroll Specialist and HR Assistant (Spanish/English) to manage the weekly payroll and provide administrative support to the HR department. This dual-role position requires payroll expertise, HR administrative experience, and strong bilingual communication skills to effectively support a diverse workforce.
Key Responsibilities:
Payroll Responsibilities:
- Weekly Payroll Processing:
- Accurately process weekly payroll for all non-union employees.
- Verify timesheets, job codes, and project allocations to ensure precise payment.
- Manage tax withholdings, deductions, and adjustments.
- Certified Payroll Reporting:
- Prepare and submit certified payroll reports in compliance with prevailing wage laws (e.g., Davis-Bacon Act).
- Maintain detailed documentation for audit and compliance purposes.
- OCIP/CCIP Reporting:
- Compile and report payroll data for OCIP (Owner Controlled Insurance Program) and CCIP (Contractor Controlled Insurance Program).
- Address discrepancies in insurance-related payroll data.
- Compliance and Documentation:
- Ensure payroll operations align with local, state, and federal labor laws.
- Maintain accurate payroll records and support audit preparation.
HR Support Responsibilities:
- Employee Records Management:
- Maintain accurate and up-to-date employee files.
- Ensure onboarding documentation, certifications, and benefits enrollment are properly completed and filed.
- Employee Support:
- Respond to employee inquiries about payroll, benefits, or HR policies in both English and Spanish.
- Provide guidance on timesheet completion, PTO, and other HR-related matters.
- Recruitment and Onboarding:
- Assist with job postings, coordinate interview schedules, and communicate with candidates.
- Facilitate new hire onboarding and orientation sessions in Spanish and English.
- HR Compliance:
- Ensure HR practices comply with applicable labor laws and company policies.
- Assist with investigations, audits, or compliance reporting as needed.
- Administrative Assistance:
- Support HR team with scheduling, data entry, and generating reports.
- Assist in organizing company events, training sessions, and employee engagement initiatives.
Qualifications:
Associate's or Bachelor’s degree in Accounting, Business Administration, Human Resources, or a related field preferred.
- Experience:
- 2–3 years of payroll experience, preferably in the construction industry.
- Experience providing HR administrative support in a fast-paced environment.
- Knowledge:
- Understanding of OCIP/CCIP reporting and certified payroll requirements.
- Familiarity with prevailing wage laws and non-union payroll management.
- General knowledge of HR principles and labor law compliance.
- Technical Skills:
- Proficiency in payroll systems (e.g., ADP, Viewpoint, or similar platforms).
- Advanced Microsoft Excel skills for reporting and data analysis.
- Experience with HR management systems (HRIS) is a plus.
- Language Skills:
- Bilingual fluency in Spanish and English (verbal and written) is required to effectively communicate with employees and handle documentation.

- Strong communication and interpersonal skills.
- High level of confidentiality and professionalism.
Preferred Qualifications:
- Experience with construction-specific payroll and HR processes.
