The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
The Division of Early Learning is the designated Executive Branch lead agency in evaluating current early care, early intervention and education laws, regulations and procedures to determine the need for revised or new early care and education policies. Strong Start is the designated state agency for the District of Columbia Early Intervention Program for infants and toddlers with developmental delay and disabilities, funded under the Federal Individuals with Disabilities Education Act (IDEA), Part C, P.L. 101110, more commonly known as Part C system, as amended. The program is responsible for the development and implementation of a District-wide coordinated, comprehensive service delivery system for eligible infants and toddlers with developmental delays and/or disabilities and their families.
The D.C. Early Intervention Program is responsible for the implementation of the sixteen components of IDEA, Part C. This program is responsible for ensuring that identification and service delivery occur within the specific timelines mandated in the Federal legislation. In addition, the Program is responsible for the following activities: collection of demographic data; comprehensive assessment of services and available resources; coordination of service programs within the public and private sectors; promotion of public awareness regarding the program; development of state-level policies and procedures designed to enhance the capacity of families to meet the needs of their infants and toddlers with delays or disabilities; funding direct services and demonstration projects for eligible Part C children and their families; responding to Federal reporting requirements, such as preparation of the state application, annual reports, and data collection reports.
The primary focus of the Early Intervention Intake Assistant is to serve as the Strong Start customer service representative. The incumbent will also assist in the coordination and implementation of the intake and eligibility determination process to ensure expedient, timely and efficient services for new customers to the early intervention program.
Duties and Responsibilities
The incumbent will serve as an intake assistant for DC EIP, performing a variety of program support duties under the direct supervision of the Supervisory Management Analyst. Assists in serving as initial contact for newly referred families and the public who inquire about early intervention services. Introduces EIP and intake process by sending families the information within two days of the inquiry. Greets and welcomes all internal/external Strong Start visitors, in person and by phone, with the utmost professionalism, courtesy, respect, politeness and understands the individuals needs and requests. Directs all guests/visitors to appropriate Strong Start staff.
Ensures Strong Start front desk/entrance areas meet high-performance standards including proper organization and displays of relevant and current Strong Start information materials at all times, and excellent operating conditions of relevant tools, resources and equipment for use by visitors and guests. Responds quickly, orally and in writing, to a moderate to high volume of inquiries, provides relevant information to the public concerning Strong Start programs and services. Evaluates the nature of each inquiry and provides appropriate and accurate information to the unique circumstances of each individual. Recognizes when to request assistance, make appropriate referrals and follows up in a timely manner. Addresses telephone inquiries with urgency.

Working Conditions/Environment
The work is performed primarily in a normal office setting, during standard work hours. However, incumbent may be required to attend meetings for the early intervention programs throughout the city. Other travel may be required.

Duration of Appointment: This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: This position has been designated as Protection-Sensitive. Protection sensitive are positions that are not safety sensitive positions, but that include duties and responsibilities that involve care for patients or other vulnerable persons.
