Performing building and facilities inspections, reporting and overseeing the activities of contractors engaged in building cleaning, trash/ recycling collection and disposal and pest control services. Work is predominantly field oriented requiring on-site inspection of facilities, maintaining records of progress; surveying progress; maintaining cost effective use of materials, supplies and contractors; and responsible contact with the public, contractors, and County and State regulatory officials for maintenance of cleaning standards in buildings which have regulatory oversight granting certification for continued operation in facilities which house operational activities for Police, Detention, Medical, Educational, Library, Senior Citizen, Recreational and Court operations.CLASS DESCRIPTION: Performs advanced level licensing, inspections, and regulation work under general supervision from a technical superior. Work includes interpreting and enforcing policy and acceptable construction methods; inspecting and insuring code compliance with Local, State, and Federal building, housing, environmental, and safety codes and laws; providing technical assistance to County residents toward resolving problems; interpreting and addressing conflicts with codes, ordinances, plans, or specifications; and insuring adequate laboratory work and materials testing for subdivision and capital project work.
EXAMPLE OF DUTIES

Other related duties may be assigned.Performs visual inspections of County owned and leased buildings for adherence to cleaning and pest control specifications.Collects relevant data and prepares inspection reports related to building conditions for cleanliness requirements.Preparation of reports related to building conditions and recommends remedies for correction of non- compliance with established standards of cleaning.Assists in the maintenance of a database of approved cleaning staff and arranges for admittance into County buildings and facilities.Coordinates for trash and recycling collection services with other County agencies.Coordinates with suppliers for delivery of cleaning products and maintenance of stock at individual building sites.Maintains a database for use of cleaning materials and supply use by building site. Reviews payment for all custodial materials and supplies.Reviews invoicing for contracted services ensuring correctness.Assists in the implementation of contract standards for cleaning and pest control services.Ensures that cleaning and pest control services are provided in compliance with OSHA, EPA and NFPA standards and regulations.Ensures that cleaning services are provided to meet "Green Cleaning" standards to the degree possible.Judges performance for individual cleaners and makes recommendations regarding fitness for duty standards.Assists in the maintenance of a database of buildings where cleaning and pest control services are provided which includes building specific information for cleaning specifications, building size, type, use and special conditions enabling standards to be met.Assists in the maintenance of a scheduling database identifying monthly, quarterly, semi-annual and annual special cleaning efforts for 90 County owned or leased buildings. Works with building managers and occupants to schedule these efforts in a manner which causes minimal disruption to County business operations.Regularly meets with building managers and occupants to resolve issues related to cleaning and pest control services. Makes recommendations to add or decrease services based on assessment of conditions found or in response to budget restrictions, etc.Works with management from various operational entities such as Police, Detention, Medical, Educational, Library, Senior Citizen, Recreational and Court operations to ensure compliance with cleaning and pest control standards which affect their compliance with regulatory standards and issuance of certifications related to their individual operations. SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibility.
