Human Resources Assistant (Local Agent Group III – Secretary) to the Administration Section - 2 Year Contract Subject to Renewal

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to the United States of America in Washington, DC works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the U.S. government in areas that are part of the EU’s remit.
We offer
We offer the post of Human Resources Assistant (LA Group III - Secretary) in the Administration Section. The post is one of four posts in the Human Resources team of the Administration section, which consists of 21 people. Under this job function, the successful candidate will be responsible to the Head of Administration for the following tasks and duties:
- Payroll - process monthly payroll for local and temporary staff including tax withholding calculations, overtime, invoice approvals, 401k contributions, payslips, annual income statements;
- Health and social insurances - invoice payments, daily staff enquiries, point of contact and coordination with healthcare broker, contribute to annual insurance renewals and open enrollment;
- Personnel File Management - maintaining personnel files in Staff Management database and related databases, organising background checks, new employee actions, benefit enrollment and termination processes;
- Local Staff Retirement Fund/401k Administration – processing of participant distributions, answering queries and communications, coordination of the quarterly committee meetings and annual presentations, assisting with plan changes;
- Coordination of full cycle procurement procedures for HR related contracts; preparing and launching tenders, advertising, answering tenderer queries, convening evaluation committees, awarding and renewing contracts, contract amendments, providing procurement data and reports in line with EU procurement regulations;
- General HR files - answering employee questions, providing status letters, assisting with recruitments, compiling reports and data on HR files;
- Assistance with other HR files as and when required; back-up to other HR team colleagues.

- The salary range is not negotiable but determined by proof of relevant and verified employment experience, starting from $64K (1 years’ experience), $69K (3 years’ experience), $73K (6 years’ experience) etc.

This is a 2 Year Contract subject to renewal. There may be 2 renewals up to a maximum 7 years of successive fixed-term contracts. An indefinite contract may be offered after 7 years.
The anticipated start date is 1 March/1 April 2026.
Eligibility requirements
- Minimum of High School/Secondary School education required, a Bachelor’s degree in Human Resources, Business Administration or other field related to Human Resources/Administration is an advantage;
- SHRM/HRCI or other HR certification is an advantage;.
- Minimum of 1 years' experience in Human Resources, payroll, benefits.
We look for
- Demonstrated experience and knowledge of payroll practices including tax withholding, insurance deductions, 401k contributions, overtime etc.;
- Demonstrated experience of the US healthcare and insurance market (medical, dental, vision, disability insurances, HRAs, workers’ compensation etc.);
- Good awareness and understanding of public procurement practices; tendering, evaluations, contract awards, contract terms and conditions;
- Well-organised and detail orientated, able to multi-task with a good sense of prioritisation and ability to work under pressure;
- Ability to work in a team yet able to use own initiative; good sense of responsibility and motivation;
- Excellent knowledge of IT tools including MS 365, in particular excel spreadsheets and word documents, HRIS databases etc.;
- Professional and courteous manner with strong interpersonal skills for dealing with sensitive matters and working within a diverse mix of cultures;
- Excellent verbal and written English language communication skills; knowledge of another European language is an advantage;
- Experience of working in an EU or international organization, a diplomatic mission, a multicultural environment or familiarity with the European Union is an asset.

The process
After the deadline for applications, the applications will be reviewed by a Selection Panel set up for this purpose. The Selection Panel will prepare a short-list of candidates who are considered the most suitable for the post based on a preliminary assessment of the information provided in the cover letter and resume.
The short-listed candidates will be invited to an assessment phase, which will include an interview and practical test. During this phase, the Selection Panel will assess the suitability of the candidates for the post.
