POSITION SUMMARY:
We are seeking a dedicated Contract Monitor to oversee and document all phases of contractor maintenance activities, ensuring compliance with contract specifications and safety regulations. This position involves regular field inspections, coordination with contractors and utility companies, and preparation of detailed reports and documentation. The ideal candidate will have experience in roadway maintenance and construction, contract administration, and emergency response operations. Strong communication, organizational, and leadership skills are essential, along with the ability to manage multiple tasks and work independently. This position starts at $18-$20 per hour and is located in Fairfax
ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.
- Maintain Documentation and Communication: Prepare and review documentation covering contract activities, quantity and cost of work, progress, etc. Check and prepare progress reports and daily and weekly pay documents and submit them to the appropriate staff. Ensure contractors meet work zone safety and other safety requirements during maintenance operations. Communicate with contractors, public and utility companies. Respond to inquiries and concerns.
- Emergency Operations: Operate light, medium, and heavy-duty equipment and perform heavy manual labor in emergency operations to include snow and ice removal, storm debris clean-up, accidents, etc.
- Work Management: Demonstrate ability to manage several assignments at the same time. Occasionally, we will need to perform tasks outside of our normal role of responsibility. Encourage team building environment in the execution of duties. Keep supervisor updated on important developments and on work assignments. Skill in the use of automated construction management and financial software.
- Thorough knowledge of roadway construction, maintenance, and repair techniques, practices and equipment.
- Knowledge of inspection procedures is preferred.
- Participate in developing department goals, objectives, and systems.
- Participate in staff meetings and attend other meetings and seminars as assigned.
- Recommend new approaches, policies, and procedures, to continually improve efficiency of the department and services performed.
- Efficiently performs duties as assigned and works as a team within division and company.
- Perform other related duties as assigned.
Required Skills/Abilities:
- Contract administration. Ability to read, analyze, and interpret contracts, road and bridge specifications, and associated regulations in highway maintenance.
- Technical Knowledge. Ability to obtain Work Zone Safety and Flagging certification within 6-12 months of employment with the agency.
- Contract specifications. Ability to understand contract specifications, scopes of work, engineering estimates, and perform mathematical calculations.
- Leadership skills. Detailed knowledge of the management of people and their responsibility to communicate effectively and work together in teams with contractors and crew operations.
- Experience in roadway maintenance, construction and equipment operations.
- Experience in monitoring and inspecting contractors or overseeing the work of others.
- Ability to collect and analyze data and prepare reports.
- Skill in the use of computers and software programs.
- Ability to work with minimal supervision and use sound judgment in making decisions.
- Ability to communicate effectively in English with others orally and in writing and to resolve contract issues and inquiries proactively.
- Proven, high-quality customer service (internal and external customers).
- Excellent verbal, written, and listening communication skills within the English language.

Education and Experience:
· High school diploma or equivalent is required; coursework or a degree in construction management, civil engineering, or a related field is a plus.
· 1-2 years of experience in roadway maintenance, construction, inspection, or contract monitoring.
· Hands-on experience with equipment operation and field documentation in a transportation or public works environment is preferred.
· Familiarity with interpreting contract documents, specifications, and safety regulations.
Physical Requirements:
· Must be able to lift and move up to 50 pounds at times.
· Standard hours of work: Monday through Friday, 7:00AM–3:30PM. Hours may vary during Spring/Summer seasons.
- Must be able to lift and move up to 25 pounds at times.
- Standard hours of work Monday through Friday, 8:00 am – 5:00 pm.
- Travel may be required up to 10% of the time.
