The City of Manassas Park is accepting applications for the position of Water Billing Clerk in the Treasurer’s Office. The essential function of the position is to service water and sewer customer accounts by performing moderately complex technical and administrative tasks. The position is responsible for accurate and timely billing of water and sewer accounts, as well as timely research, response, and resolution to customer inquiries. This position works under general supervision of the Treasurer within established policies, procedures, guidelines, and timelines. May perform ancillary duties based on the needs of City business.

Specific Duties and Responsibilities
- Process applications for utility service; issues service orders for account initiation, termination, meter reading verifications and miscellaneous utility services work; posts charges against customer account to ensure correct billing.
- Generates customer bills and final account statements.
- Accurately enter fee schedule changes into the software to ensure proper calculation of utility bills.
- Generates schedules for multiple processes and activities, and coordinates scheduling with water operations staff for support.
- Communicate directly with customers to resolve issues by providing detailed explanations regarding policies, procedures, city ordinances, billing issues, and collections processes when a customer challenges the system/process.
- Prepare memos, service orders, letters advising on outstanding debts, file a lien against the property, and email clients with the appropriate response.
- Research and resolve problem accounts and metering issues.
- Performs routine office tasks such as typing correspondence, tracking customer responses, filing, e-mailing, answering phones, and photocopying.

Knowledge, Skills and Abilities Required
- Compiles, examines, or evaluates data or information and recommends any necessary actions.
- Possess excellent analytical, Excel and data management skills.
- Assists with the year-end audit and compilation of annual comprehensive financial reporting.
- Supports accounting, statistical, and budget schedule preparation.
- Handles equipment or work aids involving moderate latitude for judgment regarding attainment of standard or in in selecting appropriate items, such as computers; software programs, spreadsheets, or custom applications; printers; complex copiers including scanners; keyboards; facsimile machines; and other similar equipment.
- Thorough knowledge of modern office management practices, procedures and equipment as applied to the development of maintenance of the accounting system; ability to establish and maintain effective relationships with other employees, City officials, and external customer/agencies; ability to express ideas clearly, orally and in writing.
- Requires some responsibility for safety and health of others and/or for occasional enforcement of the standards of public safety or health.
- Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact.
- Excellent organizational skills and attention to detail.
- Public relations and customer service. Tactfully and effectively interact with the public and with coworkers.
- Performs semi-route work involving set procedures and rules, but with frequent problems; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure.
- Makes decisions with moderate impact, which may affect customers.
- Follow complex oral and written instructions, policies, and procedures.
- Operate a variety of office equipment, including computer, printer, calculator, scanner, and copier.
- Billing and collections experience is a plus but not required.
Minimum Education and Training
- High school diploma or GED, or an equivalent combination of education.
- Bilingual in both English and Spanish preferred.
- On-the-job training provided.
