Duties

The incumbent works under the supervision of the Logistics and Facilities Management Section Head in overseeing and coordinating agency-wide logistics and facility management programs, projects and activities. This includes onsite and offsite logistics and facility operations for both government-leased and -contracted operations. The incumbent is responsible for overseeing the national inventory of supply and parts materials, storage, retrieval and handling of inventory for acquisition to delivery to network libraries, and supporting specialized digital playback machine repair parts used in NLS programs. Coordinate the day-today activities of onsite operations at two Multi-state Centers (MSCs) for managing the national book exchange and redistribution program, and managing all NLS activities related to disposal of analog and digital books and equipment according to the authority procedures. Support over 300,000 patrons, served by over 90 regional libraries in all 50 states, U.S. Territories and American citizens living overseas, and supply shipment to over 70 digital playback equipment repair groups. The incumbent serves as the NLS expert in inventory management matters, and as such the incumbent must be able to work with a high degree of independence, receiving assignments and work guidelines in terms of general policy and broad program objectives, exercising initiative and judgment in planning and supporting the work of the section. The incumbent will travel to government owned and leased facilities to perform inventory and quality assurance inspections.

While performing daily duties, the incumbent is also responsible for ensuring proper handling and security of Library of Congress materials.

Manages and exercises overall program responsibility for a supply management program for a major agency organization supporting hundreds of delivery locations supporting program patrons. Oversees and accounts for all property, and plans and directs supply and equipment management activities, and assists in developing, implementing and maintaining a formal program for direction, surveillance, and assessment of property systems for government-owned contractor-held property. Manage accountability of government-owned property to include loss and damage product management program. Monitor supply chain to ensure program supplies and collections are not lost or damaged while in storage or within supply distribution chain.

Reviews and conducts complex analyses, evaluations, or investigations of agency wide logistics operations, systems, and processes, including areas where definitions, methods, and/or data are incomplete, controversial, or uncertain, or where boundaries of the studies are extremely broad and difficult to determine in advance. Plans and conducts experimental analyses that result in new design guidelines, and have a profound effect on program or mission capabilities and/or operating procedures.

Develops analytical techniques for measuring logistics system effectiveness and evaluates agency wide programs, to include isolating, identifying, and recommending solutions to critical problems affecting the administration and/or performance of logistics systems.

Serves as the Contracting Officer Representative (COR), responsible for monitoring procurement actions to support major projects. Responsible for developing statements of work and task order needs; resolves disputes that arise; monitors contract progress and reviews, as well as approves contract deliverables.

Coordinates standard and project management controls for inclusion in statement of work products that are incorporated into contracts.

These government-owned and government-leased contract facilities are warehouses to store and distribute playback equipment and supplies, analog and digital books, specialized collections of materials, and provide backup copies of the NLS collection for the approximately 100 regional and sub-regional libraries, and advisory and outreach centers. Conducts facility management duties to ensure that both contract and federally owned facilities are maintained in accordance within contract and federal guidelines. Performs periodic facility inspections to ensure space is clean, free of hazards and building systems are operating properly, providing finding for corrective action to the appropriate Facility Management representative.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
