This position is located in the Homeland Security Bureau, Real Time Crime Center Division (RTTC), Teletype Branch. It is the mission of the Metropolitan Police Department to safeguard the District of Columbia and protect its residents and visitors by providing the highest quality of police service with integrity, compassion, and a commitment to innovation that integrates people, technology and progressive business systems.
This Telecommunications Equipment Operator position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.
This incumbent will be responsible for the following:
- Communicates with other law enforcement agencies via the National Law Enforcement Telecommunications System (NLETS); obtains information via exact formats and criteria regarding vehicle and boat registration, driver licenses, and criminal histories; verifies out of state entries; transmits and receives telefax to and from other law enforcement agencies.
- Enters information into WALES/NCIC i.e., missing persons, stolen automobiles, and appropriate administrative messages.
- Provides training to sworn and outside telecommunication system users.
- Diagnoses and resolves problems in response to customer reported incidents.
- Maintains problem tracking and resolution databases.
- Monitors the availability and functionality of networks and systems, and detects and reports problems.
- Identifies and breaks down problems using structured problem resolution approaches.
- Responds to the needs and questions of users concerning their access of resources.
- Keeps abreast of current MPD Information Technology and data entry procedures as well as those of the Metropolitan Police Department.
- Uses proper formatted messages to obtain driver license and registration information, criminal records and criminal histories from all states, territories and tribal authorities and the National Crime Information /Center (NCIC) network.
- Receives messages from various field units, divisions and bureaus which must be edited for transmission over NLETS and these messages must be disseminated to the proper units, either by forwarding through the WALES computer or delivered through other means.
- Processes requests for driver’s license and registration information received over NLETS from other states, which must be obtained from the Department of Motor Vehicles.
- Handles information for escapees received from the Department of Corrections, which are sent through the local system and to all area jurisdictions over NLETS.
- Codes in stolen vehicles, stolen and lost tags, lost vehicles, stolen articles, stolen bicycles, missing persons and persons wanted in the commission of crimes, admission to local hospitals, impounded vehicles, moved vehicles and repossessed vehicles; clears and cancels the above information when appropriate, when notified by MPD members and followed up by a cancellation sent through the appropriate network.
- Analyzes incoming data to determine accuracy and verify proper disposition.
- Performs other related duties as assigned.
Qualifications:
- Thorough knowledge of criminal classifications Departmental rules, procedures, manuals and polices pertaining to Teletype Operations.
- Knowledge of police organizations and operations
- Knowledge of and ability to perform interrelated and non-standard assignments
- Knowledge of office operations sufficient to provide training to telecommunication system users
- Ability to respond to telephone calls promptly and professionally in stressful situations, as well as when dealing with the public, MPD members and outside law enforcement agency members
- Ability to speak clearly and concisely, to transmit and receive local and interstate messages; maintain records, prepare reports; and carry out oral and written instructions
- Proficient in operating a personal computer and using software such as Microsoft Word and Microsoft Excel
- Knowledge of and ability to conduct and produce work products on IP based network systems
- Ability to apply technical documentation methods and procedures; and troubleshoot problems in a timely manner to minimize work interruptions

Work Experience
Must possess at least one (1) year of specialized experience equivalent to CS-6 grade level or its non-District equivalent, gained from the public or private sector, that demonstrates knowledge, skills and abilities to perform successfully the duties directly related to position.

Work location is in an office environment that involves everyday risk or discomfort that require normal safety precautions. The noise level may range from quiet to moderately loud. The work area is adequately lighted, heated, and ventilated.

This position is designated as Essential per DPM Chapter 12. This position is part of a 24/7 operation and is subject to non-traditional work hours including rotating shifts, shift work, and working weekends and holidays. Shift work hours: 5:30 AM - 2:00 PM, 1:30 PM - 10:00 PM, 9:30 PM - 6:00 AM. Work may require overtime due to staff shortage.
This position is deemed as Security Sensitive pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:
a. Traffic record check (as applicable);
b. Pre-employment drug and alcohol test (as applicable);
c. Consumer credit check (as applicable);
d. Reasonable suspicion drug and alcohol test;
e. Random drug and alcohol test;
f. Return to duty or follow-up drug and alcohol test; and

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit and acquire and maintain the district government's permit to drive departmental government vehicles.
