Introduction
This position is located in the Office of the Deputy Mayor for Health and Human Services (DMHHS) within the Executive Office of the Mayor (EOM) of the District of Columbia with the DC lnteragency Council on Homelessness (ICH). The ICH is a public-private council that serves as the Governing Board for the District of Columbia Continuum of Care for homeless services. The ICH uses a collective impact framework to align the resources and activities of District government agencies, nonprofit providers, private sector representatives, and philanthropic partners with the goals outlined in Homeward DC 2.0, the strategic plan that guides the District's efforts to prevent and end homelessness.
As the principal liaison between the ICH Executive Director , internal organizational staff, and officials outside of the organization, incumbent is responsible for planning, developing, initiating, coordinating, and conducting a variety of special assignments and projects including administrative functions relating to Member Relations. Incumbent assures that the organization needs are met, and the objectives and overall goals are achieved.
Duties and Responsibilities
Acts as a point of contact for individuals outside and within the organization seeking services, assistance or guidance in the areas of operations, research and analysis, productivity improvement, and/or project management. As the point of contact for Member Relations, the incumbent is responsible for promoting engagement and recruiting new members. Engagement and recruitment efforts will be based on a critical analysis of the programs that are dedicated or critical to the District's homeless services Continuum of Care (CoC) to ensure ICH membership is reflective of the stakeholders implementing or impacted by dedicated and/or critical programs. Incumbent is also responsible for providing customer service by triaging constituent concerns, securing answers to frequently asked questions, and tracking efforts to address hot topics. Incumbent will support the development of meeting collateral, cross-cutting reports, and strategic and annual work plans by tracking and evaluating progress on member-led priorities and projects. The incumbent will be responsible for securing appropriate clarifications, coordinating presentations and updates; and supporting analysis of and report out on dedicated or critical programs to the appropriate bodies and officials.
Tracks complex issues and projects, and discusses pertinent issues with key organization officials, representatives of outside interests, and various groups and individuals, as required, to obtain desired information. Correlates and analyzesfacts to draw conclusions and to provide meaningful recommendations to the Executive Official. Advise the Executive Official of existing problems and recommends solution/alternatives. Recommends new policies needed for the effectiveness of the organization in carrying out its mission. Keeps the Executive Official briefed on accomplishments, problems, proposed solutions, new ideas for improvements, etc.
Develops procedures and/or systems for establishing, operating, and accessing the effectiveness of administrative control systems.
Qualifications & Education
Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Salary: $80,784 - $103,333
Collective Bargaining Unit: This position is not covered under collective bargaining.
Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
